SMART GROUP is a “ Marlins Approved Test Center “ in assessing English language for maritime personnel or offshore personnel, an independent company in Romania authorized to issue Marlins Certificates, also entitled to do TOSE – Test Of Spoken English for Seafarers.

Romanian Officers have graduated Maritime University and Naval Academy, both situated in Constanta, all their documents are issued in accordance with International Convention STCW 95. Before employment all maritime personnel have updated medical report, drug and alcohol certificates and valid passports with necessary visas, if applicable or required.
