Sometime in 1973, in a flat in Upper Changi Road, Singapore (code named “Last Chance”) two veteran ship captains thought the idea of establishing a ship manning agency with the guiding principle: “QUALITY SERVICE BEFORE PROFIT”.
That simple yet noble idea eventually matured and evolved into a pioneering manning agency which became PACIFIC SEAMEN SERVICES, INC. (PSSI). This company was formally incorporated and registered on 13 February, 1973. The original sixteen (16) stockholders, of which fourteen (14) were senior deck and engine officers, all subscribed to the guiding principle and further supported it with a permanent policy of recruiting and employing personnel strictly based on the suitability of their qualifications and that the company shall be NON-FEE CHARGING.
From humble beginnings, PSSI grew steadily. The first principal was a Singapore-based tanker company with a fleet of medium sized crude oil tankers. This was followed by the largest US-owned and operated supply boat company, then by a coastal cargo ship company operating in Bahrain. The first offshore oil drilling principal was contracted in 1986 and this was soon followed by two others. In 1993, the largest American offshore construction company in the Middle East was contracted.
Company operations and personnel also grew from the residence of the first company president somewhere in Sta. Mesa, Manila, to its acquired buildings in Aurora Blvd., Quezon City; then in Bayanihan St. West Triangle, Quezon City; and up to its present office near the POEA building, The Columbia Tower, located in the bustling business district of Ortigas, Mandaluyong City.
Today, PACIFIC SEAMEN SERVICES, INC. is internationally recognized as the premiere manning agency and manpower provider that supplies qualified and dependable personnel for both sea-based and land-based job categories for a diverse range of international principals. It maintains a pool of highly qualified ship officers, engineers and ratings for special purpose and conventional vessels, and personnel for offshore oil drilling rigs, production platforms, offshore construction barges and onshore fabrication and repair yards.
Through the years, PSSI has been continually distinguished and awarded for its exemplary performance and its significant contributions in the areas of deployment by the Philippine Overseas Employment Administration (POEA) for providing jobs for many Filipinos and as top Foreign Exchange Earner from non-trade transactions by the Central Bank of the Philippines (CB) for contributing to the revenues of the country.
PSSI adheres to good quality management practices thus on 23 September, 1999, it was accredited by ABS Quality Evaluations, Inc. under the ISO 9002: 1994 and converted to ISO 9001: 2000 on 28 October, 2002 then elevated to ISO 9001: 2008 Quality Management System.
