Reports to: Marine S&QE Manager
Activity rate: 100%
Inside contacts: TEC, CRE, OPS
Outside contacts: Tanker & Offshore fleet ships (command), Oil Majors vetting departments, classification societies, flag authorities, centres worldwide
2. Goals (short / intermediate term)
2.1 To achieve a safety & quality assured ship management service in accordance with the Company’s established targets and industry requirements
2.2 To endeavour to continuously improve systems for ensuring marine quality, safety and compliance within the Company and industry standards onboard of managed ships
3. Job’s main role
3.1 Ensuring marine quality, safety and security activities of the Company Fleet are at all times in full compliance with the industry and the Company standards.
3.2 Exercise responsibility for the marine quality & safety management of the Company and on board of managed vessels including environmental protection and security systems.
3.3 Organizing and monitoring all vetting inspections of the Vessels in a timely manner to allow for their widest trading scope possible at any given time in close cooperation with Technical and Operations Departments maintaining up to date all vetting records and relevant questionnaires.
3.4 Conduct on-board training, pre-vetting inspection and participate in the vetting inspections on board of the company managed vessels. Liaise with management for Office Staff and Seafarers training requirements and standards.
3.5 Liaise with the Designated Person/CSO, the Technical Dept. and Fleet Managers. The Safety & Compliance Officer, will require those office holders to alert him to all situations where the safety, security or quality standards of the Company’s operations are at issue.
3.6 Ascertain from the Designated Person whether the adequate resources and shore based support are applied as required for the development, implementation and maintenance of the Quality & Safety Management System, in compliance with the ISM Code and ISO 9001 / 14001 standards.
3.7 After validating the suggested Procedures and Instructions, the reviews and modifies the Quality & Safety Management System.
3.8 Conduct Internal Audits of all departments of the Company, and all vessels based on the Annual Audit Plan.
3.9 Organise Emergency Drills, with the Company’s Office and on board, between ships and the Crisis Team.
3.11 Liaise with management for Office Staff and Seafarers training requirements and standards.
3.12 Ensuring that the marine operation of the Vessels and the Company are at all times in full compliance with the safety and security standards of the Company.
4. Profile
4.1 Basic education: Master Mariner
4.2 Complementary education, specialization: Marine, vetting experiences, SIRE/CDI accreditation
4.3 Required experience: Seagoing experience in Master’s position on board of the tankers and Marine Safety & Compliance Officer or similar position in a ship management or a ship owning companies for at least 1 year
4.4 Particular knowledge: Excellent knowledge of industry statutory rules and regulations, vetting requirements, ISO 9001 and 14001 standards
4.5 Computer skills: Computer literate in Microsoft applications.
4.6 Languages: English And French both written and spoken.
4.8 Special conditions (specific): Willing to travel at short notice Location: Europe (EU)
