SUMMARY DESCRIPTION
Manages regulatory compliance, safety, security and environmental issues as they relate to Company facilities/port and vessel fleet operations.
ORGANIZATIONAL RELATIONSHIP
Reports directly to the Director, QHSE
AUTHORITY
As directed by the Director, QHSE
SUPERVISORY RESPONSIBILITIES
Supervise one QHSE Supervisor and one QHSE Coordinator working at HOS Port and the Security Coordinator
RESPONSIBILITY
Responsibilities shall include, but shall not be limited to the following:
Regulatory Compliance
Researches, tracks and reports on all non-technical regulatory compliance issues pertaining to international, federal, local and classification society matters, that affect fleet and/or facility/port operations.
Safety
Reviews, recommends, implements and maintains company-wide safety programs towards prevention of personal injury and property damage incidents (including near misses) through pro-active approach. Programs to accomplish goal of zero-incident performance shall be devised, recommended to management and implemented. These shall include, but are not limited to the following:
Safety Management System and ISM Code Compliance including Job
Safety Analysis Program, Near Miss Program, and Work Permit Program
Behavior Based Safety Program (H.O.R.S.E.)
Statutory/Regulatory Compliance Audits/Inspections
3rd Party Vendor SMS/EMS Audits
Streamline Inspection Program (SIP)
Tug Inspection Program (TIP)
Customer Required HSE Training (Shell - WHM/OPS 11)
Assists Lead ISM/SMS Auditor with Internal Vessel Audits as Directed
Security
Reviews, recommends, implements and maintains vessel and facility security compliance with local, state, federal and international statutes and regulations. This shall include, but not limited to the following:
ISPS and Flag State Vessel Security Plans
Anti-Piracy Plans
Facility Security Plan(s)
Internal and External Security Audits
Security Drill and Exercise Program
Environmental Compliance
Reviews, recommends, implements and maintains vessel and facility environmental compliance with local, state, federal and international statutes and regulations. This shall include, but not limited to the following:
SOPEP/SMPEP and Vessel Response Plans (Federal and State)
Facility Response Plan(s) and Operations Manual
Pollution Response Drill and Exercise Program
Environmental Permits
OSRO Management
FUNCTIONS
Job functions shall be as required to fulfill the responsibilities of the position and are not otherwise limited. The nature of the responsibilities of the incumbent is such that functions may often overlap operational and personnel management responsibilities. In such particular or similar situations, incumbent shall perform job functions as advised by direct supervisor.
HOURS OF WORK
Standard Hours: 0730-1730 Hours, Monday through Friday, excluding
travel and overtime. Will require domestic and international travel.
Overtime Hours: Potential exists for extensive overtime as required by
responsibilities and as directed by supervisor.
QUALIFICATIONS AND EXPERIENCE
Education: Bachelor’s degree or licensed officer – deck or engineering equivalent to 3rd Eng/Mate Unlimited or Master 1600/3000 GT/Chief DDE >4000HP.
Experience: Ten (10) or more years in progressive responsibility for safety, environmental compliance and management of marine operations.
Skills: Excellent oral and written communication skills. Personal computer functional skills, including word processing and spreadsheet applications.
Documents: Must have or be able to obtain a TWIC.
Must have or be able to obtain a Passport.
PHYSICAL REQUIREMENTS
Eyesight: Functional, correctable to 20/20 with color recognition
Hearing: Functional, correctable to normal
Speech: Functional, without impediment
