SUMMARY DESCRIPTION
Manages Company Marine Assurance programs. Provides direct interdepartmental support for all Customer marine assurance documentation needs as they relate to Company and vessel fleet operations.
ORGANIZATIONAL RELATIONSHIP
Reports directly to the Quality and Marine Assurance Manager.
AUTHORITY
As directed by the Quality and Marine Assurance Manager.
SUPERVISORY RESPONSIBILITIES
Supervises the QHSE Systems Training Coordinator.
RESPONSIBILITY
The Marine Assurance Supervisor reviews, recommends, implements and maintains Company-wide Marine Assurance activities. He/she works closely with all departments in direct support of Customer and Company marine assurance documentation needs to ensure the marine assurance programs are accurately communicated. This position also maintains the QHSE Corrective Action Request (CAR) Documentation and Tracking systems. This Supervisor is directly responsible for, but is not limited to, the following:
Maintaining all customer and third party marine assurance vetting relationships including, but not limited to:
IMCA CMID
OCMIF OVMSA/OVPQ/OVID data base
OCMIF TMSA/SIRE data base
ISNetworld
PEC Premier
Miscellaneous client data bases
Company POC for all internal and external customers for all vetting reports to include coordinating the corrective actions and close out reporting for each inspection.
Maintains CAR record keeping, tracking and reporting systems. This includes capturing CAR’s from multiple sources including internal and external audits (including ISM Audits, SETUP Audits, Dynamic Positioning Audits and Random Customer Audits); Incident investigations (including DP station keeping incidents); OVID and SIRE observations; Customer QHSE audits; Corrective Action Board (CAB) findings; Near Miss Reports and Behavior Based Safety Observations; Flag State and/or Port State inspection findings and Class Society Inspection findings. Works closely with all Company departments to manage full life cycle of each CAR including the development of corrective and/or remedial actions, assigning individual responsibilities and time lines for completion; and monitoring closeout information. Provide monthly and annual reporting on the CAR reporting system metrics to include system performance against established goals and trending analysis.
Completion of QHSE and marine assurance related information requests for Customer bids, contracts, tenders, questionnaires and reoccurring Company QHSE performance reports.
Directs and oversees the development of internal training materials in support of the Company Safety Management Systems. Training materials are developed in cooperation with subject matter experts from all departments.
FUNCTIONS
Job functions shall be those required as to fulfill responsibilities and are not otherwise limited.
HOURS OF WORK
Standard Hours: 0730-1730 Hours, Monday through Friday, excluding
travel and overtime.
Overtime Hours: Potential exists for extensive overtime as required by
responsibilities and as directed by supervisor.
QUALIFICATIONS AND EXPERIENCE
Education: Bachelor’s degree and licensed officer – Master 1600/3000 GT/Chief DDE >4000HP or greater. 10 years direct marine industry experience with similar management responsibility may be substituted for a Bachelor’s degree.
Experience: Five (5) or more years in progressive responsibility for management of marine operations, including experience in related marine assurance activities.
Skills: Excellent oral and written communication skills. Ability to effectively use Microsoft Office applications, including “Windows” operating systems, Microsoft Word word-processing systems, Excel, PowerPoint, Microsoft Access and Microsoft Outlook (e-mail); functional ability for use of other office machines such as fax, phone, and copier is essential.
PHYSICAL REQUIREMENTS
Eyesight: Functional, correctable to 20/20 with color recognition
Hearing: Functional, correctable to normal
Speech: Functional, without impediment
Mobility: Unencumbered by physical limitations to perform the
