Oversees the safe and efficient operation of cargo pumps, tank/pipeline valves, manual and hydraulic booms. Follows directions of Captain in operation of the vessel where guided. Acts as second in command of the tug and barge able to take command as necessary.
Responsibilities:

The following responsibilities are essential to position and are a high level overview of what is required. Completion of these functions will be required with or without reasonable accommodation.
Oversees safety of vessel including all installed equipment and inspections thereof. Holds all employees accountable to these requirements.
Assigns and instructs employees in their position requirements. Monitors activities and provides instruction, coaching and development of crew members.
Instructs deckhands in seamanship skills and on use of all tools and machinery onboard vessel.
Completes all required employee evaluations according to company standards.
Maintains chart corrections and light lists for Area of Operations.
Determine the need for and assign lookouts as necessary.
Build professional relationships with all customers encouraging future sales.
Assists captain in barge landings and communicates distances and directions
to captain accurately and concisely.
Stands wheelhouse watch alternating with captain.
Safely making and breaking tow with barges, handling lines and wires.
Check oil and water on any equipment on board before putting in use.
Inspect for and perform general barge maintenance and cleanliness.
Test hydrostatic cargo hoses and piping.
Change engine oil and filters.
Splice barge lines and boom running gear.
Monitor onboard usage to ensure supplies are utilized in an efficient manner. Order supplies as appropriate.
All other responsibilities as assigned by direct manager or company directive.
Qualifications:
Experience as a mate or master of a tug hauling oil barges for a minimum of 2 years is required.
Previous experience as a tank barge operator on oil barges preferred.
Professional written and oral communication with all levels of the organization.
Understands and able to communicate requirements of cargo information cards and material safety data sheets.
Basic arithmetic skills (add, subtract, multiply, and divide).
Knowledge of Coast Guard and state requirements for transfer operations.
Self-motivated and driven to improve upon standards of practice.
Thinks on their feet and responds quickly to emergency situations (oil spills, mechanical failures, etc.).
Performs the functions set forth in the job analysis and complete an annual physical showing minimum physical requirement to carry, lift, pull all equipment, climb ladders and maneuver across a tug boat and barge.
Required Licenses and Training:
Valid state driver’s license.
Valid Coast Guard license with radar observer endorsement and PIC barge endorsement.
Coast Guard approved firefighting training.
Valid first aid certificate and CPR training.
Complete HAZWOPER training completed within 90 days of start.

Job Condition and Environment:
Exposure to all weather conditions applicable at sea such as rain, ice, snow, heat, wind and heavy seas.
Work aboard boats and barges using pike poles, heavy lines, winches, mechanical tools for repairs, paint, thinner, paint brushes/rollers, paint chipping tools, cleaning solvents, kitchen utensils/cookware, power cords. Air purifying respirator, Self Contained Breathing Apparatus (SCBA), air monitoring equipment, hearing protection, VHF radio, hand tools, tow lines, high level alarms and thermometer. Operates diesel engines, cargo pumps, hydraulic booms, cargo gear, gate valves, and butterfly valves.
Working from heights and tight spaces should be expected.
Ability to adapt to a variety of schedules and hours.
Able to work weekends, holidays, and at night. Willing to take call outs.
