DESCRIPTION

Provide high-level confidential research, analysis and legislative support for Research Planning and Government Relations unit staff at Scripps Institution of Oceanography (SIO). Assist the Assistant Director, SIO/Director, Government Relations and Research Planning (ADSIO/DGRRP) in managing programs to advance SIO priorities. Participate in formulation of unit objectives and recommend appropriate action to achieve them. Interact with funding agencies and policy makers on a wide variety of issues.

Provide high-level staff support to ADSIO/DGRRP and other SIO leadership by: researching various topics in science policy; reviewing congressional, legislative, and government actions and documents; and preparing reports and synopses for both internal and external distribution. At the direction of the ADSIO/DGRRP, incumbent is responsible for the development, implementation, and coordination of research planning for state/regional/local funded projects and state/regional/local governmental relations strategies and related communications that will effectively represent and advance the research, education, public service and other priorities of SIO. Represent SIO and present SIO interests at meetings, conferences, and forums. Working with the ADSIO/DGRRP, draft proposals for government, private, or UC funding to secure resources for science conferences at SIO. Assist in the planning and coordination of various events, briefings, meetings and tours at SIO.
QUALIFICATIONS

Graduation from college with a major in Business Administration, Economics, Statistics, Educational administration, Political Science, or allied field and two years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.

Experience in government relations, preferably in science related government programs, universities, or research institution.

Demonstrated knowledge of state and federal legislative branch committee system; legislative calendar; executive branch and legislative budget process. Knowledge of statutory duties and powers of State of California and US Government constitutional officers, cabinet members, and members of the legislative branch.

Knowledge of governmental science funding issues and process. Ability to understand the link between federal/state/local research priorities with identified fields of study.

Knowledge and experience in developing, implementing and managing successful strategies and activities directed at advancing the interests of organizations in local/regional/state agency governmental processes and governmental relations.

Experience assisting with planning events and meetings from inception to completion.

Exemplary writing ability. Ability to write clearly and concisely; ability to translate detailed scientific information into interesting material for a lay audience; ability to write one-page “marketing” letters/documents. Ability to formulate and present narrative material in a logical and comprehensive manner, including in graphic layouts.

Ability to perform research through traditional and electronic means and to compose electronic documents in Word, Excel, Powerpoint, and Adobe programs. Ability to work on a Macintosh platform.
