The Chief Officer is in charge of all cargo operations and safety in this respect. He is to carry out, and supervise all parts of the loading and discharging processes and any operations connected therein.

The job description of the Chief Officer comprises the following:

1. Loading and discharging operations.

2. Monitoring that at any time during cargo operations, Class-approved Stability criteria are not exceeded.

3. Maintenance of safety equipment.

5. Maintaining the medical locker and administering any necessary medical treatment. (The Master will however always act as “head doctor”)

6. Day to day work and routine maintenance. (To be carried out in conjunction with Chief Engineer)

The Chief Officer is second in command of the vessel. In the event of the Master’s demise or if for any reason the Master is unable to maintain command of the ship, the Chief Officer would be the one to assume command.

The Chief Officer is to prepare all documents required by Port Authorities on the vessel’s arrival at port.

The Chief Officer is to be in attendance at all times during passenger embarkation/disembarkation and is to ensure the safety of the passengers during such operations at all times.

As a member of the onboard Shipboard Safety Management team, he is responsible for maintaining acceptable safety and pollution standards for the protection of the environment, passengers, onboard personnel and vessel.

Together with the Master he is to direct and motivate his subordinates to achieve the highest possible standards of safe shipboard operations. He is to train and familiarise all deck department ratings and ensure that same are all fully conversant with all operational aspects of the vessel, particularly the use of all safety equipment.

The Chief Officer is the safety officer and is ultimately responsible of all safety equipment maintenance. He can however delegate this responsibility to his subordinate Deck Officer(s) of the watch.

In the absence of a Deck Officer, the Chief Officer, besides following his Terms of Reference, is also to follow the Terms of Reference for the Deck Officer.
